2008年，芯片制造商英特尔和AMD走了两条截然不同的道路：英特尔继续制造自己的芯片，以保持完全控制；而AMD决定剥离半导体业务，并成立格芯，依靠它和其他制造商生产芯片。格芯目前由阿布扎比政府投资部门穆巴达拉投资公司(Mubadala)所有，但总部设在美国。
不过，这笔交易并不是板上钉钉的事情。谈判似乎在英特尔与穆巴达拉投资公司之间进行，并未包括格芯本身，因为该公司发言人表示，其没有与英特尔进行谈判。与此同时，格芯可能会继续推进计划中的首次公开募股(IPO）。
英特尔想要收购格芯的原因很明显，该公司现在实际上正在加强代工业务。为了扭转苦苦挣扎的局面，英特尔新任首席执行官帕特·盖尔辛格（Pat Gelsinger）在3月份表示，该公司将努力成为其他公司的芯片制造商，目前这个市场由台积电和三星电子主导。英特尔市值约为2250亿美元，该公司今年承诺投资逾200亿美元，以扩大在美国的芯片制造设施。盖尔辛格还称，该公司将在国内外进行更多扩张。
格芯是全球最大的专业芯片生产公司之一，正在将其公司总部从加州圣克拉拉迁至纽约州马耳他。市场研究公司TrendForce的数据显示，按营收计算，格芯拥有约7%的芯片代工市场份额。包括高通和英伟达在内的最大芯片公司依赖第三方制造商生产产品，他们更愿意专注于设计，而不是运营自己的工厂。英伟达去年超过英特尔，成为美国市值最高的半导体公司。
与英特尔和台积电一样，在全球半导体供应短缺的情况下，格芯正在扩大其制造能力。该公司上个月表示，位于新加坡的芯片生产设施已经破土动工，投资逾40亿美元。
芯片供应短缺已经扰乱了各个行业的生产，导致汽车工厂暂时关闭，电脑和许多家电等商品的供应减少。汽车制造商受到的打击尤其严重，无法为所有车辆获得足够的芯片。缺芯也开始推高某些电子产品的成本。
美国总统拜登承诺采取措施帮助缓解芯片短缺，包括花费数百亿美元提高芯片产能。其他国家政府也给出了类似承诺。全球最大的芯片代工制造商台积电本周表示，在提高汽车芯片产量后，预计阻碍汽车制造商的芯片供应问题将在未来几个月开始缓解。汽车制造商已经暗示，他们预计短缺将持续到明年。
盖尔辛格曾是英特尔元老，担任首席技术官，后来离开英特尔执掌VMware。今年2月，在前任鲍勃·斯旺(Bob Swan)的领导下，英特尔在芯片制造方面的进展出现重大延误后，盖尔辛格重返英特尔担任首席执行官。盖尔辛格誓言要让英特尔在生产新芯片方面变得更加可靠。
2020年10月，英特尔同意将其闪存制造业务以约90亿美元的价格出售给韩国SK海力士，该公司迄今最大的一笔交易是2015年斥资154亿美元收购Altera。2017年，英特尔同意斥资约140亿美元收购以色列驾驶辅助系统制造商Mobileye。
随着行业参与者寻求扩大规模和产品组合，以支持越来越多连接到互联网的日常用品，并购整合席卷了半导体行业。去年，Analog Devices同意斥资逾200亿美元收购Maxim Integrated Products，英伟达同意以400亿美元收购软银集团支持的英国芯片设计公司Arm。AMD后来同意以约350亿美元收购Xilinx。
